Cook noodles according to package instructions until just tender, then drain and reserve some cooking water.
In a small bowl, mix soy sauce, chili oil, brown sugar, rice vinegar, and sesame oil.
Heat vegetable oil in a pan over medium-high heat and sauté garlic and scallions until fragrant.
Add cooked noodles to the pan and pour in the sauce.
Toss quickly to coat noodles evenly, adding a splash of reserved noodle water if needed.
Cook for 1–2 minutes until the sauce thickens slightly and becomes glossy.
