Heat 2 tablespoons of oil in a large skillet over medium high heat.
Add diced potatoes in an even layer and sprinkle with salt and pepper. Let them sit for a few minutes before stirring.
Once the potatoes have some color, add a splash of water (about 2 tablespoons) and cover with a lid for 4 to 6 minutes.
Remove the lid and let any extra moisture cook off.
Scoot the potatoes to one side of the skillet, add a little more oil if dry, then add the ground beef on the open side. Break it up and cook until mostly browned.
Toss in onion and garlic with the beef. Add smoked paprika and more salt and pepper, then stir everything together.
Turn heat down to medium low, sprinkle cheese over the top, and cover for 1 to 2 minutes until melted.
Remove from heat and serve with desired toppings.
Notes
For meal prep, store toppings separately to keep potatoes crisp. Reheat the dish in a skillet with a splash of oil for best results. For added heat, include jalapenos or chili flakes.
